If you are asking about having unprotected sex during your period, the answer is NO, it isn't safe. The ovulatory and menstrual cycles are separate. Theoretically, you shouldn't be ovulating during your period, but you could be. Lots of people have gotten pregnant this way. Use a condom, which will also provide some safety against STDs.
As for "messy," that's a personal call. It's up to you and your partner.
One trick to keep the blood to a minimum is to wear a diaphragm during sex, which will hold back the blood of your period while you're having sex. It's not that reliable as birth control, however.

If you mean safe from pregnancy; no it isn't? If anything it may be more dangerous, becuase you are ovulating during this time, although it may make it a little more difficult for the sperm to make it to egg!
Always use protection.
