A driver rammed my car and drove off, it's someone from my neighbourhood but I'm not 100% sure.Would the police question him?

I'd think there would be at least a small scratch on his car too? Either you can try to take a look (but don't endanger yourself!) or indeed ask the police to do so, if you have cause to believe it was him, they should go look.

They will at least go and have a look at his car.. Hit and Run or leaving the scene of an accident is a felony

Of course they would its their job as long as they have reasonable suspicion that he is the one who did it
