Yes. Hit and run is a crime. Police are supposed to investigate crimes. If your vehicle is damaged, chances are the other vehicle is also damaged. The police should be able to look at both vehicles and determine how the damage occurred. They can then confront the neighbor.
Report it. If the police don't do anything, call the Chief direct, or call the District Attorney.

You have to file a report with the police, or they will, and can do nothing. Tell them you suspect this person and why, and then they might question him.

The police would question any suspects, or leads you have, better call them right away, they will also ask to see his car.

first of all is his/her car damaged ? and if so tell the police . they can ask in a polite way without causing any neighbor to neighbor headaches down the road

Yes, they would. It's pretty easy to confirm if there was contact between your two vehicles. As forensics go, it's pretty much child's play. Paint transfer, damage location and match-up, etc., all come into play.
