my mail server ip address is different which i mentioned above . my mail server ip address is 203. . . . .

That's a private IP address. Unless there's a mail server at that address, you can't send mail through it.

It sounds your work wants you to violate Wikipedia's policy on promotional content (see source). Edits and page creations like that are forbidden and will be reverted or deleted. Repeat offenses get the IP address or user (depending on if you're logged in or not) banned. It's possible others did the same and got your IP address banned.

Yes, that is a private address. What is probably happening is that NAT on your router is changing the IP address in it's transalations
