A group of boffins at various institutions sit around a table and discuss them.

Also, a lot of it is down to intent and phrasing

Is that a vague enough answer for you to realise I have no clue ? thought so.

It is a bit strange though, i think its down to the intent of how some words are used that categorises them to be swear words.

Not many people know this but the F word is actually an anagram
It stands for Forced or Unwanted Carnal Knowledge.

I have no idea but it is a good question - who decides which swear words really are swear words.

Probably some New Labour politically-correct dictionary-eating geek with nothing better to do.

Or my boss. Same thing really............ :-)
