its due to dormant seeds sitting in the soil - weed seeds may grow due to light levels, temperature or moisture.
try a pre emergent herbicide such as ronstar - this will kill the seed as it germinates but not effect any other growing plants or grasses.

Some weeds like dandelion have roots that extend 3 feet into the soil. You may think you have the entire weed but you dont. Use a herbicide according to directions and the weeds will die.
