Ask it the other way around. Why is it that people who know the most, say the least? Because they have nothing to prove. They are confident in themselves.
On the other hand, those that "yap all the time" do so because they have nothing to say.

Both statements
1. No one knows everything.
2. No one knows absolutely nothing
are flawed.
Generalizations are perfect examples of bad logic
What is true?
Somewhere between the 2 flawed statements is a semblance of truth or semi truth.
For example:
1. Some of the people who do not say anything at all MAY know a lot more about the topic being discussed than the one talking in great lengths..
2. That Mr _____ who yaps all the time about global warming*or anything)does not seem to know a lot about it. All he does is rant and rave.

They are intelligent enough to know when to shut their mouth, a person who lacks intelligence tries to make up for it by constantly trying to be the center of attention for self gratification. This is generally the rule, there are some cases where people of lower intelligence levels simply say nothing except "what?".

My English professor told the class an important lesson. Assignments have a word limit because the better the command of English, the more is said with a lot less words - "more is less".

many times thoughs who speak less have spent more time listening and taking notes while the yappers havent absorbed the information before commenting....thus the problems with misunderstanding and communication defaults arise...

The Lord blessed us all with two ears but one tongue. You need to listen twice as much as you speak. Some have mastered it, some have not.
