At the current rate he will die of old age before the gallows have their way. The Sunni's are stalling. Hoping to see the US leave so that they can re-invent the Bath party and even possibly liberate Saddam. While he is discredited as a leader he would be a sudden way to unify the country long enough for the Bath's to take control again. Then they would replace Saddam and go back to mass genocide.
The Shiite's are surprisingly in no hurry to hang Saddam. Despite the thousands of their numbers he killed for no other reason than they were Shiite. Saddam represents a real danger to them. If he got loose, he would easily be the Bath leader and unifyer. The Bath's back in power would seek vengence against the Shiites. Without Saddam the Sunni's are divided and infighting will prevent them from effectively taking control again until a ruthless Sunni kills off the rest of the competition. Saddam would be a shortcut and he'd be used to execute rivals. This would leave the plotter clear of the blood and a hero when they took Saddam out.
Saddam's supporters of course understand that the Bath party will turn on them if they regain power. So they are I am certain already playing the game. Singling out dangerous people who will be quietly disposed of if Saddam gets free. They are of course also working at delaying the execution and have probably already planned the "spontanious riot" which will storm the prison and free Saddam. Certain guards have likely already accepted the necessary bribes. Others have been paid off to prevent such an occurence.
So whether he is ever hanged becomes a matter of whether the Shiites and Kurds can push his execution through before the US leaves, thus opening the door for the Sunni's and their external supporters to take control. If the Shiites win the power struggle then he'll be executed with great flourish, but the Sunni's may pre-empt the act by assassinating Saddam before he can be hanged. Then blaming it on Shiites.
So in short, odds are he won't hang. He'll die, everybody has to be sure of that. None of the sides can afford for Saddam to regain real power. It would lead to millions of dead Iraqis. It would likely mean war again. Whether with Iran or the West or Syria or anybody. Saddam would start a war right away to help secure his power and regain face for losing the last one so badly. So Saddam is not likely to die by hanging unless the US stays a bit longer than I think we will.
