If I were to answer honestly I would say the lobbyists. The American political system is broken because it is driven by money and backroom deals. There are many instances where the will of the people suffers as a result. This is not specific to any political party because both are equally guilty. The only thing that changes is the particular position which is being lobbied for at the time. If we want true reform in politics we must end lobbying and institute term limits for Congress. Cut off from under the table financing sources and facing limited time to enact an agenda most Representatives would be forced to decide what was truly important to them and act accordingly.

Representative Republic, Art 4, Sec 4...Those that continue to foist a democracy on America are...Well maybe not traitors, but want to change the Constitution and know that if they proposed that upfront they would be run out of town/power on a rail.

the people who vote for people that represent them. I'd say I'm rather well represented by my congressman.
California had a really great chance to end gerrymandering with Arnold's plan to have a panel of retired judges draw district lines. But the state legislature wasn't willing to give up their safe seats, and too many californians were bitter at arnold, so I won't say that everyone in California is well represented. They could be, but they were too apathetic to make it happen.
