Well its different between different artists via money budget or their own comfortability levels.
I know that I personally perfer drawing with a pencil and then inking my work and coloring with photoshop. Some have MS paint, some have a WACOM tablet in which they can use to draw online as well. There are great artists taht just draw traditionally ( although sadly, like with letter writing, its becoming a dying art) . I know a few artists that are happier with a pencil, pen and color pencils than they ever would with a tablet.
So it varies.
As for a place with every single tutorial... I dont know really but dA ( www.deviantART.com ) is a great start. Thats where I learned a majority of my techniques; not to mention experimenting here and there.

A website that contains EVERY SINGLE tutorial for photoshop doesnt exist.
PhotoShop has such a large user base, it would be impossible to include ALL of the tutorials created by artists. Also there are so many different areas it is used in.
Do a search online of photoshop tutorials and you will find plenty to keep you busy. And in time you will learn to adapt your own techniques.
oh by the way, it is still popular among comic book artists to use old fashioned paper n pencil.

Digital artists generally use a wacom tablet (a hardware device that you can draw on with the included pen and see your results on screen-- rather like a PDA, only the screen and the tablet are seperate) and a software program like Photshop CS2 or Painter IX for sketching/completion. This varies from artist to artist, of course.
Personally, while I do find pencil/paper sketching very satisfying, my lack of scanner and in some cases, lack of time, often make it more feasible for me to draw my image straight into the computer. Other artists prefer drawing with pencil/paper because they can work faster and feel they can include more details regarding sillouhete, decoration, etc than they'd be able to on the computer. It's entirely up to personal preference in digital art; practice with either medium will lead to excellence over time.
As for your second question, there is no one website that has every tutorial made, ever. Your best option will be looking for tutorials in whatever specific area you need help in at the time through google. I can suggest some good tutorial sites, but just like anything else, learning to draw takes practice and patience.
Also, in response to an above poster, don't pay mind to folks who insist that traditional is "better" than digital. Digital works for some folks, and others can never quite get a handle on it. That's fine, but some purists will still swear up and down that because THEY don't like it, digital art must clearly be faulty. In the end, talent with any medium boils down to practice and experience, and if you want to experiment with different mediums it's fine-- just don't force yourself to use one because someone else told you to.

Sketching with the computer is always mechanical!
Its impossible to do the same with the computer as with your own flesh and blood hands.
A pencil, pen or pastels are free medium but a wacom tablet and a computer program you never can put your energy, hearth and soul in it.
Don't be afraid to take a pencil and paper work with the core of art and later if needed you can scan it in a computer and place it there.
A computer drawing is made with 0 and 1 a drawing from your hand is made with you soul and hearth!

a pencil. Dose not make a diffrent which size just make sure to have white eraser, If the paper is white.
