Many reasons.
1. Research requires a lot of money. Government grants are paltry
2. Investors are less and high risk is involved in investing.
3. Research is not exposed as an attractive career
4. The graduate student gets Rs.8000/- ($ 160/-) per month as scholarship (CSIR/UGC scholarship). Not at all attractive as there are jobs that offer more than double for the same qualification.
5. Resources are not enough so it takes long complete a project.
6. In US a project is handled by 2-3 or more graduate student where as in India its mostly handled by a single student. So lot of pressure and stress to persue a PhD degree
7. Close to nil collaboration between pharma companies and labs in institutes.

india can produce more number of researchers. scientific tempo is gaining ground gradually in india. there are several distinguished scientists in india who can change the shape of the country. on the other hand the amount spend on higher education is slowly decreasing. as a result talented people are switching over to other areas where salary is more high when compared to research institutes. the salary of a senior professor or scientist is low when compare to a person who is working in software sector. it is the reason why most of the people are switching to lucrative jobs than research. realising this position govt. is giving encouragement to attract talented young people. but long miles are yet to go to reach the staze of advanced countries.it appears in the ensuing plan period much emphasis will be given to research and development.

Actually many of the researches in America are of Indian origin ....

I had some statistics ........ but I am not able to find them now ...

But one statistic that i remember very vividly is that 33 % of NASA employees have Indian relations/origins .......

And also the Indian Government is not very keen on allocating funds for research and development and hence the number of researchers in India is small ..... but now all this is changing .................. and soon there will be more of them in India then other nations .........
