No, infact its a plus factor. Whats a limiting factor is the civil service and all government departments.

The size of the population is a plus factor because they form the ready market for indias products, and they are also the source of labour.

If business start-ups wrent held up by government there would be people starting businesses, getting easy labour, and with the wages the staff received there would be mor demand for goods. A vicious circle resulting in growth. No overseas market required.
