Read good materials. By this, I mean both online resources and books. You want to learn about semantic conception, table-less design, pure CSS/XHTML design, unobtrusive javascript, standard support, etc.
Basically, read stuff from Eric Meyer, Jeffrey Zeldman, Dave Shea and the likes. Stay away from the crap people will give you here.

Website Templates will learn you how to compose web components to design a good website.

Sometimes you have to program some features for your website.

take a course of java/ html/ xhtml etc etc
or
if u want a preformatted webpage u can go to windows live spaces or blogger.com, but u will not be able to modify everything according to ur wishes. however, if u dont want a very customised webpage, go for them
