No, not all Muslims and/or Arabs are terrorists. Terrorism is not a group of people - it is a "term" used to describe violence or other harmful acts committed (or threatened) against civilians by groups or persons for political, nationalist, or religious goals.

Northern Irish IRA were deemed "terrorists" when they were doing their rebelling. I don't believe there were any Arabs/Muslims involved in that activity. Therefore, we should classify terrorists as the "group" committing the ACT itself and not generalize it to the entire culture(s).

So there are terrorists that are non-Arab and of late, they've been quiet - with no threats to others (they haven't an agenda, obviously) and the current world view is upon the Muslims due to their current "arena" of what they feel they need to state to the world, politically and religiously.
