I had read in a magazine that you can sharpen your hand held can opener by cutting into waxed paper. So when my pinking shears started to get dull, I was planning on purchasing a new pair, so I cut into waxed paper with them and they work like new.
It's worth a try.

I don't believe this type of scissors can be sharpened because of the irregular teeth on the scissors. Once they are dull that is it. I would, however, take them to a professional knife sharpener, or call and see if can, in deed, be done.

If these are for fabric, have them professionaly done. Check with your fabric/quilting store or your sewing machine dealers (not mass merchandiser's like WM or Target).
If it's for paper you can try the aluminum foil and/or sandpaper. That trick often also works for hole punches.

Only a professional can do it properly. Often times a fabric store will have someone come in to do this in their store. JoAnn fabrics does this about twice a year.
