How would we be able to create an atmosphere on the moon in order to obtain living conditions there?

Creating an atmosphere for the moon would be problematic because even if we were able to transport or create the correct mixture of gasses without doing substantial damage to the Earth or the moon, the moon simply doesn't have enough gravity to create the atmospheric pressure necessary to support most life -- all extra gasses would simply dissipate into space. The only to feasible way to create living conditions on the moon is to take enclose the atmosphere so that it stays at the right pressure, and this would have to be done in a strong permanent structure (ie lunar station) to house a permanent population.

It's probably impossible to turn the moon into an inhabitable planet in the sense that the Earth is, but we can take capsulized systems to the moon's surface and provide an acceptable environment for explorers.

If we could generate an atmosphere for the moon there are questions of whether it has enough gravitational pull to hold it in a density that could support life. The moon also has very little geological activity.

It may have enough of the right kinds of minerals to allow us to create and support habitations without having to import everything, but we don't know enough about that yet.

we can't create an 'atmosphere' on the moon as conditions prevent us from doing so, however, we can build a moon-base and colonies capable of sustaining human life thanks to modern technological innovation

maybe make a huge bio dome and figure out how to use the resources of moon to produce oxygen to breath.

It would be possible to create domed areas to live in. They have had such bio-domes in the desert for years testing how well they can be fully self suporting.
