It All Depends Upon How You Interact With The People You Meet. Its Not Cause Dubai Is A Multi Cultural/Nationality City, Its The Impression You Leave On People When You Meet Them, And Approachable You are towards them....

I don't think that it is too difficult, but you have to search for friends who live close to you, cause Dubai is expanding so much, and the traffic jam kills which makes people lazy to drive far and get to meet each other, so, you better look for people around your area.

Also because of the lack of places to meet people; to make friends.
