Somehow I understand your dilemma. However, I have come to realize that the idea of courtship in Philippines is kinda different from other places.
Anyways, yep, you have to be friends with the one you want to court. But and it is a big BUT, do not extend it to a very long period of time or you may end up in the "friend's zone". Be friends, and try to get to know her a little bit as much as let her know who you are, who you really are.
After around two months or three, depends on instinct though, you decide and tell her you like her. Then start treating her special. Don't treat her so overly special while in friendship stage, just be natural. And if she dumps you, dont hate her. just go on with the friendship. BUT if you become a couple, TREAT HER EXTRA SPECIAL :)

Be friends with her first. But take in mind what GorbanZus said about being careful when delineating friendship from courtship and the timing. You might end up being in the forever friend zone where she won't be able to imagine you anymore as someone more that just a friend.

it will be a good start. in every relationship, knowing each other is very essential. and the fact that some filipina still are conservative type. yah, there are still some. and they are like endangered species. lols.
the best thing is, ask her friends.

Same as anywhere else, just go up and talk to her. Helps if you speak the language though. Don't be like Robin Williams in "Good Morning Vietnam!" Be more like Brendan Fraser in "The Quiet American."
