I don't think so. Although, I'd recommend getting one of those pre-paid phones. That way, he can use it but can't go over the limit and rack up your bills. When he runs out, then that's it- no more talking.

the prepaid phone is a great idea for a 13 year old.. my 13 year old cousin had one, got it for her birthday, but it was her responsibility, with her allowance to keep minutes for it, she managed them well. Teaches them early what responsibility is really like.
