If the files are on a share on a Windows Server 2003 machine and if you have enabled volume shadow copies, users can recover their own deleted files. Install the volume shadow recovery client on each client machine. Users can then revert to older versions of files and restore deleted files.
If you have not enabled VSC or are running a version of Windows older than 2003 you would need to have installed a third party software package to recover files deleted from clients. Those files are otherwise unrecoverable.
Of course, if you have a backup of the data on the server, you can restore the deleted files from the backup. You do make regular backups, right?

Dear friend,
In the Networking terms, it is a big mistake to leave the important files alone to be handled by the client users. It must be backed up before. If you have shared any file and hasn't made its backup. then it is not possible to bring that file back again and I think that no recycle bin will help. You must have provided them copy of the files. But YES, the third party softwares that have the feature of taking out all that files which have been deleted unless the tracks have been overwritten on the hard disk.

Use back up for deleted files.
Ex If (FILE=DELETED )
NEW LOCATION= DRIVE "C".
Let the deleted files by clients not to go to the Recycle bim and store those files into separate folder in main server that have password to access by you then you can restore it from back up which made by you. Ask some professional to help else approach to software industry for you to have separate back up and recovery with security access. Best of Luck.
