People who are out of official work but don't file with their state Employment Security office. These people could be doing jobs for cash or trading services--thus are not having taxes, Social Security, or Medicare accounted for. Not sure at what point this becomes illegal...a side effect is many people in this group would tend not to be covered by healthcare.

Official unemployment figures are for people registered as such - usually have to be claiming benifit, in the uk this means they need to be looking for work and avalible for work.
People who are not in this catagory but still desire work, for instance people who have given up looking for work are considered "economically inactive" rather than unemployed.

it's a situation in an economy where pple are unemployed not because there isn't work to do but they prefer not to work due to laziness or other reasons
