How can we explain neighbouring countries which lies near to international date line with direction in terms of east -west?

Geographical east is the direction towards right hand side of your map. So east of east is still east with reference to the eastern point, but may be west with reference to you. The east-west is the trend of the latitude of the earth. If you move along the latitude opposite to the direction of earth's rotation, you are moving from east to west, if it is along the earth's rotation, it is west to east.

I dont see why the location of a neighbouring country with reference to IDL will make any difference. The International Date Line is the imaginary line on the Earth on crossing which there is a jump of one calendar day (the date in the Eastern hemisphere, to the left of the line, is always one day ahead of the date in the Western hemisphere). It has been recognised as a matter of convenience
Without the International Date Line travellers going westward would discover that when they returned home, one day more than they thought had passed. This is because earth is also rotating, and has rotated a full 360 degrees by the time the traveller returned. To avoid this inconvenience, IDL was conceived and followed. Its location, although conveniently coincided approximately with 180 degrees long, could be along any other longitude. So your countries bearing with reference to you remains same, wherever they are located.

East is the direction where the Sun rises. West is the opposite.
