In a scenario like this answering the question with "can pigs fly" is a sarcastic way of saying no. But it could also be used as a humorous way of sayin no to to a stupid question, Just like if someone wanted to answer yes to a stupid or silly question they might say "does a bear **** in the woods?" or "Is the pope catholic?"

Probably Charlotte's Web movie is coming soon to a theatre near you! Although the piggy doesn't fly like Dumbo, there is a saying that denotes impossibilities that's part of our language's idiom: "when pigs fly"! as in "I'll win the lottery when pigs fly"!, seriously!

It originally came from an expression denoting "the impossible time" or "the impossible thing", as others have said.
I've seen the expression as starting with either "If" or "When":-
"If pigs could fly, we'd all have (plenty of) bacon."
"When pigs fly, we'll all have (plenty of) bacon."
It goes with another old saying, "If 'ifs' and 'ands' were pots and pans, we'd have no need of tinkers" (people who went round mending metal pots and kitchenware poorer people couldn't just throw out and replace).
They just mean something that is impossible and/or will never happen.

I think it has to do with their weight and percieved immobility. So when someone was trying to be sarcastic they said, "sure, when something that wouldn't normally fly ends up flying." but they had to think of something that really had no chance of flying to make the saying catchier. They could've used many inanimate objects, other large animals, or whatever but some clever person went with pigs and it stuck

An example would be someone asking if I would loan them money, my response would be When pigs fly, which means when hell freezes over, which means never.
So they aren't asking if pig can fly they are saying only when pigs fly.

for the same reason people say when hell freezez over. it's somthing thats impossible said to make people give up hopes or to simply confuse them Like the thousands of answers to the popular question "why did the chicken cross the road?"
