This is about Jeanette Clark and J.L. Hancock, who were both 16 years old when their car hit a tractor-trailer on a road in rural Barnesville, Georgia. They were on a date a few days before Christmas in 1962. A local gas station attendant helping with the recovery of the bodies did not recognize his own daughter.
This was written by Wayne Cochran, who lived near the road and was working on a song about all the accidents he saw on it. He finished it and dedicated it to Jeanette Clark.

After the Wilson version was aired, Wilson was actually in a car accident while on tour. the composer Roush died, and some band members were injured. Wilson was "never the same" and never wrote another hit.

That song was written by Wayne Cochran, but ended up being recorded by J Frank Wilson, and it's supposedly based on real events. It was also at a time when other "tragic" songs, like "Teen Angel" and "Patches", were popular, and it should be placed in that context.
The song didn't fit Cochran's image. He was a hard core Blue Eyed Soul Man, who mostly sang uptempo tunes, like "C C Rider", which became the name of his backing group.
He was kinda like an early version of Mitch Ryder & The Detroit Wheels.
After "Last Kiss", J Frank Wilson wasn't heard from again on the Pop charts. Pearl Jam revived the song sometime around new milennium, and had a minor hit with it.
