You can use the tool at: http://www.ipgp.net
It will show informations: country, city, region, ISP, and also you will see it's global positioning with google maps.

Google IP search or IP lookup. You'll find a ton of IP search sites.

Here are a few

http://ws.arin.net/whois
http://www.dnsstuff.com/
http://www.ripe.net/whois

Keep in mind. If you're looking for User IP. The only thing you'll get out of it is the name of the internet provider, not the user.

If you're looking for Domain IP... thats a different story. Searching for a domain ip will tell you who the owner is. That stuff is no secret.
