Your question is very unspecific. If you mean the kind of 'Clear and Present Danger' used in the title of the Tom Clancy novel, then the President could decide you are a worthy of such branding based on his own judgement in the interests of national security.

If you mean: "How unpolitically correct/socially active/rebellious in the streets with masks and molotovs can I be before I get my can hauled to the slammer?", then look at the local ordinances regarding public demonstrations without a permit on private or public property, disturbing the peace, and other such regulations/laws before you decide to run naked with a water pistol across the lawn of the library to protest the removal of "Che Guevara - Hero to the Masses" from the reference section.

Apparently some thought 12 simple Danish cartoons were radical and a "clear and present danger". Many of course thought that was ridiculous. Apparently, you can be as radical as you want to be as long as you don't stir up the Muslims. The newspapers that refused to print were chickenshits.
