Check out the School of Art and Design's calendar at a University near you. There's tons of emerging artists (esp. the Master Degree students) who make amazing art but haven't made it big yet. They would be willing to sell their work for reasonable prices. Also, check out any university affiliated urban galleries.

Depending on where you are located some art schools or artistic communities hold art auctions for charity or to fund the artists. These are great places to find a variety of art for a low dollar amount. Although you will be surprised at some of the bidding wars that go on at these functions. This is also a great chance to invest in a piece of art from a prospective master artist.

What is 'wall art'? As for modern art, and I assume you mean 'contemporary art', if it is indeed of high quality you will usually have to pay a higher price. There is a LOT of awful art on ebay, in thrift stores, in starving artist sales etc., but if you actually want quality contemporary art it's going to cost you a bit. Consider this however:
Spending $2000 on work of art is about what you'd spend on a wide-screen television. That television will last 10 years if you're lucky, and is worth half of what you paid for it the second you buy it.
A good piece of art however will last your lifetime, and the lifetimes of your children and their children and will usually NEVER lose value. That is, it will always be worth AT LEAST what you paid for it if it was destroyed in a fire, or if you donated it for a tax deduction.

Would you pay $2k for a television? Then consider spending at LEAST that much for a work of fine art that might be in your family for the next 10 generations.
