Cheap and best don't go together. You need to focus in either one or the other. Most public universities in European countries are affordable, but you will need to pay some fees like everyone else and have enough funds for room and board and personal expenses. Focus on the best university for your field, and inquire about any scholarships or fellowships available for international students.
