Are you talking about on an airplane?

Liquids and gels have to be in the plastic bag if you are carrying them on the plane.

If you are checking you're cosmetics bag with your checked baggage, you don't need a plastic bag.

Regarding CARRY-ON luggage from http://www.usairways.com/awa/content/travelplanning/advisory/default.aspx

Pack your 3.4 oz. (100ml) containers in a single, clear, one-quart zip-top plastic bag. Empty containers (that could contain liquids) are not allowed; and neither are partially used larger containers.
Only one one-quart plastic bag is allowed per passenger, and the contents of the bag must fit comfortably inside.

A few examples:

Toothpaste
Beverages
Creams
Hair products
Sun screen
Mascara/lipgloss

I would most defiantly say that you should carry them in a cosmetic bag. I would suggest however that you shop around for a nice one though. I like to be really organized and the more pockets the better. It makes it easier for me to find everything when I'm applying it. I carry all of mine around in a bag but I also have a vanity full. I would gather all of the products that you use on a daily basis and see about what size you might need then go from there. I have tons of makeup but only carry the necessities. Ya know. Put a few basic shadows that can go with everything....also a must have in there....TWEEZERS!!! A few q-tips are nice to have from time to time also for you know the times when you hit your nose with your mascara wand, then go to wipe it with your finger and then your finger is black. Ugh!!! I could go on and on. Basically.....go for the bag. Good luck!!!
