What do you mean? How to get a card?
For foreigners it's normally called an ARC (Alien Resident Certificate).
To get one you need a work permit, for which an employer has to sponsor you, or study at a Taiwanese school.

If you want to have your picture taken so you can get an identity card in Taiwan, you should go to a local Taiwanese photography shop (in your city/county of residence) after you arrive in Taiwan.

Just tell the shop owner what type of identity card you will be applying for, whether it might be an Alien Resident Certificate, national ID card, driver's license, company ID, high school ID, or whatever, and he will certainly know the size of photograph you will need.

Most identification documents in Taiwan now all use color pictures, and the shopowner will certainly know that.

Be sure to smile attractively when the cameraman is ready to click the shutter!
