May be your mom has retinal heamorrage like hair lines. If she is diabetic please manage it with proper medication. Eye doctors may suggest some eye liquids or suggest for laser treatment which may cost considerably high, and may not yeild to normality of vision completely. However visiting a eye doctor is a must , for evaluation and confirmity of heomorrhage . However i suggest the following treatment homeopathically.
if she does not have any pain in the eyes , you can give her a single dose of crotalus horridus 30c and it will clear the eye.
kaliphos 12x everyday night at bed time will take care of heamorrage.
phosphourus , lachesis, naja, millefolium, arnica, are some of the medicines that control the bleeding .medicine is to be selected depending upon the symtoms.
The dead cells of the blood also appear as the streaks in the eyes which can be well cured by a medicine called carboveg.
carbo veg 30c every day night one dose for 3 days will improve the condition.
please confidently go to a homeo doctor and there is a better cure than the modern eye treatment . this is my personal experience

that is a serious problem!! please take her to a eye doctor.
it could boil down to Eye sight v/s blindness in that eye or both
