yes, as it's not only cruel & unhealthy for the people to live that way, but it's also cruel & unhealthy for the animals.

Yes to animal services But adult protective won't do anything unless there a danger to there self and others
Or if the crap is outside the house otherwise they will do nothing. Health dept will do very little too.
I would tell the family member you plan on haveing them evaluted if they don't clean up there act.
Or I would do an intervention and have the whole family come clean get a dumpster and start dumping.

My family members would never be in that environment.. If and thats a big IF they were, I would do what I could to get them out of that situation. If that didn't help, I would turn them in. That is not healthy for anyone.

I would never turn in a family member.. If it's as bad as you are claiming.. And others say.. Yes turn them in if they have children..
But just think before acting if they do have kids..
They will most likely get taken away by social services..
And most likely they will disown you..
So ask yourself.. Is it worth it?

Depending on the situation, such as if there were kids that were in danger. But before ever doing or thinking about turning them in I would approach them about their lifestyle and offer help.

I would volunteer to help them clean up and shape up and give them a chance to do so. If that failed then I would call the authorities to do what I/my family could not do.

If I couldn't resolve the situation myself by working with them, yes, I would call in professional help. The authorities aren't going to put them in jail, they're going to try to help them. And it sounds like they need help.
