Use doughballs (wadded up white [easy to see] bread) with minced garlic (get the kind that is packed in water, not oil) wadded up inside it. The garlic is like an appetite stimulant to them and they can't resist it.

Minced garlic is used in freshwater tropical aquariums to fight internal parasites and get fish ready for fish shows by stimulating them to eat more color enhancing food.

I no this might sound crazy but im in the south and my dad is a fisherman. He use's cat food.. place it in womens stockings. and put it into the water. The smell of the soft cat food will bring them swiming.. Good Luck

umm not sure bout TN cats but im in OK and i use stink bait. try dogfood, thats works well and fermented wheat, thats a trick.
