If you can swing it, living in an English speaking country, practicing with native speakers, reading newspapers, etc. and taking courses is the best way.

State where you are and find someone in your area to help you. (Especially speaking).
Watch English TV programs.
Read English books, AND above all remember that the average Englishman does not speak perfect English.
