i tried to let him move in the dorm but he keeps on refusing it. how come?

2. Make sure they are in a good mood when you ask
3. Make sure there is an extra dorm room(probably your problem)

There's no more rooms available in the dorm. Each dorm only has a set number of room, after your sim chooses, more sims come and claim the other rooms. You can't add another room on the dorm either because the game doesn't allow modification like that when in a dorm. You can get enough money, move out of the dorm and buy a house then get the sim to move in with you.

you have to get sims characters to like you and trust you before they're willing to make any kind of commitment with you, like move in or kiss or marry... so it kind of takes some time and effort.
