Define liquid? It consists of both solid and liquid I guess. Rocks magma, mantle and lava among a million other things. Time frames are kind of long so base you ideas on the type of deformation. Brittle and it's a solid. Plastic deformation and it's a liquid... Like the windshield of your parents car..

Lithos means rocks. Lithosphere is the outer, rigid part of the Earth's crust consisting of surface rocks, that is the SIAL and the upper part of the SIMA. So it is essentially SOLID.
