Yes you can...its just time consuming. The ink will not rub off because the fibers of the napkin absorb the ink. Make sure you use scrapbooking ink and not paint and apply lightly. Let them dry for a day before stacking them all back up again. Either do a stamp or don't do it at all...handwritten customizing on the napkins would just look silly. You can also pick up an embossing press for about $30 and it will cause a raised image on the napkin. You can also use it on things like the Thank you cards or the place cards. Do not use embossing powder with the heat guns for this sort of project. At the very least you will burn the napkin.

Try using hair spray or 70% rubbling alcohol. When I was working as a nurse, I had to deal with a LOT of ink stains on my uniforms, and hair spray usually got them out.

You can spray it with windex. It usually comes right off no prob. It's a commonly found household product and easy to use.

this is what i do - i use a paper towel dip it in water and wipe it off. and it works i dont know if u should use alcohol though i never tried it
