This is a correct sentence in the passive voice if more than one person is responsible for one thing.

It's a too-correct sentence - something you'd only find on an English exam. But yes, even though people will think you sound weird if you say it, it is grammatically correct.

leave off: "for it" They are responsible. That is the Best sentence; however, we have to know what "it" is and who "they" are in order for anything to make sense.

Technically, it's correct. "They" refers to "It" and should be "they" even though it's after the verb. Like when I answer the phone, and someone asks, "Is this Madame M?" I should say, "This is she."

HOWEVER, it doesn't "sound" right. It sounds awkward. I wouldn't use it in the real world.

But if it's for grammar homework, yes, it is a correct sentence.

I'm no expert, but I think it should be: "They are the ones responsible for it."
