I'm going to assume that you use Internet Explorer, if that's okay with you :)
1. Go to Tools in the menu bar. (Press Alt-T)
2. Go to the last selection, Internet Options. (Press O)
3. Under the "tabs", go to the one that says "Privacy."
4. It should be the first thing on that tab. Drag the little slider to the one that allows the cookies that you want to allow. If you have specific sites that you want to allow, go to "Sites" and enter the web site domain (site address), and press allow.
I hope that makes sense!

I assume you are using internet explorer. Go to tools>internet properties/options. There is option for cookies. Usually, IE accepts all cookies or ask for accepting cookies. I recommend get IE7 which is much better than IE6.
I also recommend using a safer browser like opera(www.opera.com).
