You are still too young for the foreskin not retracting fully to be a serious problem. Ask your doctor about it if you are really concerned, just to set your mind at ease. You do NOT need to be circumcised. Some guys think just because they've been mutilated, everybody else should be as well. That's just dumb.
Do you have an older brother, male cousin, or good friend you can discuss this with? Chances are they will say they were the same at 13 but that everything worked out fine by the time they were 15 or 16. Chances are about ten to one that you will be just fine. Good luck!

You probably have a condition called phimosis, where the opening of the foreskin is too small/tight to be retracted completely. Phimosis resolves itself normally in like 95% of men by the time they're 18, so you can actually wait it out for a few years if you want. As long as it's not so tight that it causes pain or discomfort upon erection then you don't need it looked at right away.
However, if you're impatient and want to be able to retract your foreskin, there are stretching exercises that work in the majority of phimosis cases. Simply take two fingers and stretch the opening of the foreskin as far as it'll go without pain or discomfort (like increasing its radius) by hooking a finger on either side of the opening. It's a bit difficult to describe and may take a few tries to get right. Do the exercise for a few minutes each day for a few weeks to a month. It's probably best to do it right after a shower.
If after a month the stretching exercises haven't produced any results, don't worry. There are prescription creams that're supposed to help, especially when combined with the stretching exercises. If after a few weeks this also doesn't work (and it really should) then you may want to consider surgical options (not necessarily circumcision). See links for more info.
Disregard anyone who advises you to get circumcised, as that's probably not what you want and especially not what you want as a first opinion. Only when all your options are exhausted should you consider circumcision, but it really shouldn't get to that point.

It is important to be able to retract your foreskin fully in this way and at 13 the matter needs urgent attention. This problem could be caused by adhesions between your foreskin and the head of your penis, or by your having a tight foreskin. You should discuss this with your mother and ask her to take you to see the doctor, because you probably need to be circumcised. This will not hurt and you will be free of your foreskin and all the problems associated with foreskins afterwards. It really is far better to be circumcised - you'll have better comfort, hygiene, appearance and you and your future female partners will have FAR better sex, when you are older. Do not delay in talking to your mother about your problem.

You could have what is called phimosis (the medical term for not being able to retract the foreskin). It is very important that you let your parents know that you need to see a doctor about this if you can't get the foreskin back.

You could have an infection or persistant adhesions- i would ask my mom to take me to the MD (you may need antibiotics or to be circumcised)- Don't live in pain- not normal.
