It's necessarily false according to the rules of logic. If the statement is not true, then it is not true that it's not true, making it false.
It's a lot like the statement, "Everything I say is a lie." That would, of course, include the statement you just made, which would mean you would be lying when you said it, which would mean everything you say is not a lie, however you just said everything you said was a lie, so it must be a lie that everything you say is a lie.
Which is what Captain Kirk used in an episode of Star Trek to make a computer melt down so he could escape its evil clutches... heh...
