It can any of these reasons:
1. your CD is not blank
2. Your CD is not recognized by your burning software
3. your cd burner having problem.
4. your cd drive may be having problem.
Only thing you can try is to burn the files using a good cd burner software like cdburnerxp pro (http://www.cdburnerxp.se/download.php).
Its free and powerful.

make sure the cd has nothing on it.

maybe your burner cant read the cd

have you written on it before? is it re-writable? not all makes of disc will work on all computers. try a different make.
