either you are seeing things, or you are being observed by an alien life form, or a monkey that fell in a bucket of blue paint is following you because you are interesting, have a banana, have food, or it is just going the same way and this is just a coincidence. Personally, I think that the most likely answer is : you are seeing things/going crazy. Good luck losing that blue monkey!
