What happens to an ebay seller whom I paid $200 for an item that I never received??

I purchased an expensive item for around $200, but never received it. He said he sent it off, but I doubt it.

If enough time has passed for them to have sent the item, you can fill out a complaint form through ebay and if you used paypal to transfer the funds, they can refund you for the price of the auction and then they will debit the person that you paid the money to.

I have had this happen 3 times in the last year and each time ebay\paypal found in my favor. I was reimburse the money I paid. The merchant could not prove he delivered the product. It took 9 days.
That is why most merchant track packages.
