Many people will look at a problem differently, but almost all will make assumptions differently. These assumptions will bias their abilities to make the best problem assessment.
It doesn't mean that anyone will be wrong, they just had different assumptions going in.

In science you have a hypothesis. Making assumptions about that hypothesis can change the way you test the hypothesis and potentially change the result.

assumptions \ perception are your reality

if you assume than your assessment changes

widgets are bad and faulty, John makes widget he must be incompetent

widgets are the greatest thing ever, John makes widgets, he is a genius

The results could be earth-shattering! But it also depends on the people in question. (The ones trying to solve the problem.)
