You see, land is made of several plates. Plates here mean, big chunks of land masses. Now, the place where two plates meet is called a fault line.
Now, the west coast fault line passing through India, means the fault line passing through the west coast of India.

A geographical fault line falls in therealm of geology. You might have heard of the continental drift too. Different sections of the world are moving all the time, though at a slow rate, and similarly, different parts of a country or region move between themselves along broadly defined boundaries called fault lines. When the land mass along two parts of a fault line collide, a large amount of energy is released and this makes itself manifest in the form of earthquakes, sea waves of great magnitude and power (tsunamis). This release affects not only the area around the fault lines but several contiguous areas too, as the fault lines are undersea.
You can check about the 'west coast fault line' in India by asking the local geological office or search the internet.
