Sometimes it was his voice and sometimes it was a different voice. Why did he beat up a girl? Well, he didn't beat her up. He just waived his hands at her. He looked so bad. I was embarassed for him.

Steven Seagal movies are seldom released widely to theaters anymore. His career choices have made it difficult to sell tickets. He is basically a home video performer (renting a bad movie on home video is a much less costly mistake).

Here is one guess. It is entirely possible that a film of his, for whatever reasons, doesn't even complete production with his involvement. A shelved project dug up to make a few bucks on the quick (via video) might use dialog "looping" with a sound-alike to complete some scenes after Mr. Seagal's departure.

Particularly Seagal.... some actors really can't act that well that one character they're playing has all the mannerisms, quirks, voice tone, etc. of the character in the other movie where they also acted. Meaning, they cannot project the characters they're playing, but rather projected only themselves. To his credit, I enjoyed "Under Siege". As to Van Damme.... he's in a similar fit too
