Could Mercury be Venus's Only Moon in the Past but as Venus and Mercury shrank,Venus had lower gravitational power and thus Mercury fell out of the moon's orbit?If so,then it explains why Mercury's orbit around the Sun is tilted 7Degrees from the other planets(Except Pluto).

Not likely, but there is a theory that if we could find a way to push Mercury into an orbit around Venus, we could terraform Venus into another Earth-like planet, all ready for colonization in about a million years...

No. As the planets shrank they became more dense. There mass did not change, so neither did their gravity.
