Most towns have ordinances and require liscenses to operate any kind of street businesses.

The catering people have to have all required licenses & permits. City ordinances must permit street vending. If the store is in a complex, the owners of the complex must approve it as well. Good luck

Its a catering company, they go around to diffrent places catering... so i would say yes.
