If you want the picture (what kind of "picture" btw?... photo, drawing, etc.?) to be really soft and flexible, transfer paper is the best way to go --if you don't want to draw/paint directly on the fabric.

But you could also "decoupage" the picture onto the pillowcase, especially if it's thin, or if you can make it thin by peeling off some of the paper's layers from the back side.

To decoupage, apply white glue (permanent, not washable) that's been thinned with water to the fabric, press on your picture and work out any bubbles, then coat with more thinned white glue (white glue will dry clear).
Often several layers of this will be necessary to hold the edges of the picture down well and not be too uneven, but the glue must dry thoroughly between each coat which could take awhile (and each coat will make it thicker and less supple).

I believe plain "textile medium" should work the same way, and perhaps be more supple, but you'd need to buy that at a art or craft shop if you don't have it.
Look at some of these links for "napkin applique" for the basic technique (but you don't really need the special glue):

You could also attach the picture by using acrylic paint (or with textile medium in it, or "fabric paint") just around the edges of the picture to hold it on (also use some glue or paint under the picture).

The only other way to do what you want is by tracing the design with a transfer pen, and ironing it on. Since you don't have the paper, you probably don't have the pen. Sorry, but this is the only good way to do this.

hmm that's a little difficult. the only fastest way is through the iron on but it needs transfer paper. otherwise you'll have to sew on the picture( depending on which type of fabric the picture is)

Wax crayons on... i think its wax paper but i might be wrong. then you just iron it on. but if its an actual photo or something fancy, not a little drawing, then... glue?
